These building regulations are established with the goal of creating a high-quality environment in the residential area to be constructed.
The construction of buildings shall follow the established detailed planning as set forth in these regulations and in the detailed plan (approved by Tallinn City Council decision no. 106, dated 10 October 1996) for the residential block located between Vabaõhumuuseumi road, the port of Kakumäe, Kopli bay and the Open Air Museum (Vabaõhumuuseum). Any conflicting conditions shall be settled in accordance with the building regulations.
The preliminary building plans and construction project will be brought into conformance with the residential area developer (OÜ Merirahu Arendus).
2. Building locations on the lotBuildings on the property are to be positioned perpendicular or parallel to Vabaõhumuuseumi road or the streets of the neighborhood.
The building is set at a given distance from the edge of the property bordering the neighborhood street, specified in the detailed plan (generally 5 m).
No more than one residence may be located per lot. Maximum percentage of the plot under construction certified by the detailed plan is approximately 12-13%. Secondary buildings or detached garages must be connected to the building by a breezeway or retaining wall.
Residences are accessed by driveways off of cul-de-sacs; parking must be planned within the perimeter of the lot.
3. Shape of the buildingsAll external perimeter and other lines of the building views must be straight and at right angles with each other (except in the case of a gabled roof).
Arched and round windows, triangular roof openings, terraced shingles, towers and other atypical features are not permitted.
0.00 on the buildings’ main floors shall be a maximum of 0.30 m from the ground surface.
The slope of the roof is to be a maximum of 20°. Flat rooftops and roofs with a slope to one side are preferred.
Houses may rise to two stories (maximum height of approximately 10 m). Higher areas – no more than 20% of the 2nd floor surface area – may be permitted for passage to the roof deck.
4. Finishing details of homesOuter walls of buildings shall be surfaced with concrete, mortar or painted silicate stone.
Buildings shall be surfaced with one primary material.
The outer wall is one color (permitted shades ranging from grey to white).
Twenty percent of the outer wall (excluding glass-covered openings) may be sided with another material (natural stone, wood, ceramics or other such materials).
No logs, natural rocks, sheet metal, or plastic are permitted for siding. Sett, boarding, veneer, ceramic tile (except for shades of white) exterior coverings are not permitted for outer walls.
Roof coverings shall be monotone, and rolled materials and smooth sheet metal (dark grey) are preferable.
Bright colors and painted or three-dimensional decorative elements are not permitted for use on external surfaces. Multi-paned windows are not allowed.
5. FencesA vertical steel picket fence is mandatory along the property line adjacent to the neighborhood street. Fence specifications: square steel posts 100x100 spaced at 3-4 m; bars 20x20 spaced at 150 mm; height of fence: 150 cm; color: dark grey ral7024.
A wall (gate, mailbox and trash bin design) the same height as the fence is permissible along the driveway and property line near the driveway for a maximum of 5 meters, provided it is of the same color as the house.
Fences (height 1.50 m) between neighboring lots shall be dark grey (or dark green) chain link.
Hedges used as borders should be a maximum of 1.5 m in height.
Exception: For lots adjacent to Vabaõhumuuseumi road, hedges on the side facing Vabaõhumuuseumi road shall be a maximum of 2.5 m in height.
Lots should be kept tidy and landscaped with rich vegetation. Any fallen trees must be replaced to maintain the general level of vegetation in the area.
Bright and provocative ornaments (e.g. windmills, grottoes) are not permitted.
It is advisable to commission a landscape design, which would then be approved by the architect.
7. Trash disposalEach lot will be supplied with trash containers; the specific location of the containers is to be determined in the construction plans. It is suggested the location of the containers take into consideration the position of the retaining wall marking the entrance.
8. Special areas
Electrical capacity for each property is guaranteed at 25 A.
The neighborhood will have a communal heating system. Design of the heating system is to take into account the given heating duct plans and equipment.
Design of the water and septic systems is to taken into account the given water metering solutions and equipment.
Outdoor utility networks on the property must be constructed of materials by the same manufacturer as those used for the main lines.
